Bellum

War is something that takes people's lives away from us so quickly, it's a place where soldiers witness events that scar then for life, it's a place where violence and destruction take over an area. But at the same time, war shows us who our bravest men and women are. It gives an area the idea of being on top and to show off their army if they are strong. And it allows some countries to gain a sense of pride or leadership.

Is there always a time for war? Obviously, since political leaders can find something to be defending, or do gain. While wars are going on in another country, they have their own wars on their home turf anyways, so they don't see it as an issue. It isn't necessarily the "lesser of two evils", and it isn't necessarily "morally right", it's something that has to touch everyone at some point. There isn't really a world that can be imagined without war, and war has been something that has been occurring for ages.

There are certainly times when countries should go to war, but only if they are defending themselves. And it isn't a war that should drag out for an extended period of time. There are also probably alternatives that exists that could be used to avoid conflict, and either they are hidden or don't exist. Depending on an alternative you use, it could be more effective, such as an agreement between country. Because, after all, words are stronger than actions.
