There is no place for war in a civilized global society. However, sometimes a tyrant goes too far, the gains of a victory would outweigh the continued suffering under the hand of evil. Any other time is gross and primitive behavior. There are many alternatives, although, being human, but as Albus Dumbledore said, "Humans have a knack for choosing precisely the things that are worst for them." Basically, that's saying humans aren't going to try negotiating when fat cats could line their pockets by investing in wartime supplies manufacturing. Anything besides physical violence or maybe a Cold War-esque conflict would be more effective.
